The Second Regional Review of the GCM in the UNECE region
The Second Regional Review of the Global Compact for Safe, Orderly and Regular Migration (GCM) in the United Nations Economic Commission for Europe (UNECE) region took place in Geneva on 11 March 2024. Kazakhstan was represented by Mr Askarbek Yertayev, Chairman of the Migration Committee of the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan.
In 2018, Kazakhstan voted in favor of the GCM, supporting the collective commitment of Member States to improve cooperation on international migration. The Global Compact is guided by the 2030 Agenda of Sustainable Development Goals. The GCM is based on international human rights norms and standards. In implementing the commitments made in this regard, Member States ensure that the rights of migrants, regardless of their status, are effectively respected and protected at all stages of the migration cycle.
The purpose of the second Regional Review is to provide an opportunity for Member States and stakeholders to assess the GCM implementation progress and any identified gaps and challenges, to discuss existing initiatives and experiences focused on strengthening linkages between the GCM and the 2030 Agenda for Sustainable Development and other relevant global and regional frameworks, and to serve as a space to strengthen regional sub-regional and cross-regional cooperation on migration.
The event consisted of a Multi-stakeholder Hearings, including the non-governmental sector followed by the Intergovernmental Conference. The Intergovernmental Conference provided a space for Member States and relevant stakeholders to discuss, present and review progress under the GCM in line with a comprehensive vision of international migration recognizing that a comprehensive approach is needed to optimize the benefits of migration.
The Government of Kazakhstan was a keynote speaker within the Fourth Session of the second Regional Review. The session provided a space to discuss progress made in achieving the GCM Objectives 1, 3, 7, 17 and 23. The discussion focuses on examples of progress and challenges in regional cooperation in the areas of data, information provision, vulnerability reduction, elimination of discrimination and international cooperation. The International Organization for Migration provides comprehensive support to the Government of Kazakhstan in the implementation of the GCM objectives. In 2023, a sub-regional programme aimed at supporting the Governments of Central Asian states in the implementation of the GCM was launched, funded by the IOM Migration Resource Allocation Committee.
The First Regional Review on the implementation of the GCM by UNECE member States took place on 12-13 November 2020 in an online format. The final report was presented at the First International Forum on International Migration held at the United Nations Headquarters in New York 17-20 May 2022.
