Regional training manual on International Migration Law and Return Migration
Bishkek, Kyrgyz Republic – The Sub-regional Coordination Office for Central Asia of the International Organization for Migration (IOM) / The UN Migration Agency is piloting a training manual on “International Migration Law: Return Migration” at the Academy of Public Administration under the President of the Kyrgyz Republic. Attendees of the course are represented by municipal and civil servants, currently studying at the Academy. Over the course of five days, a team of IOM expert-authors of the manual will deliver lectures and practical exercises, highlighting such topics as: return migration as a sustainable development resource, legal framework for Assisted Voluntary Return and Reintegration (AVRR), and AVRR development patterns in Central Asia, economic and socio-demographic contribution as well as the potential of return migration in the regional development of the countries of the region, diaspora as a resource and potential of return migration, strategies of socio-economic development and migration policy, the role of civil society institutions in the development of return migration, including AVRR, in the countries of Central Asia, etc.
As an outcome of piloting, it is expected to receive comprehensive feedback in order to update the manual and bring it in line with the needs of students and educational process. This course will build the capacity of state authorities in managing migration processes and facilitating orderly, safe, regular and humane migration in the region. The manual will be published by the IOM Sub-regional Coordination Office in Almaty and will be relevant for all Central Asian states: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
The development of the manual on International Migration Law and Return Migration is carried out within the framework of the IOM project “Asia Regional Migration Program” funded by the U.S. Department of State Bureau of Population, Refugees and Migration (PRM USA).
